Abstract
ABSTRACT Heni Wahyuni 21671024 Implementation of Minister of Transportation Regulation No. 45 of 2020 Regarding the Misuse of Electric Bicycles in Terms of Maqashid al-Syariah (Case Study of Rejang Lebong Regency) This study discusses the implementation of Minister of Transportation Regulation No. 45 of 2020 regarding the misuse of electric bicycles in terms of Maqashid al-Syariah (Case Study of Rejang Lebong Regency). The focus of this study is the implementation of Minister of Transportation Regulation No. 45 of 2020 in Rejang Lebong Regency, the efforts of the Transportation Agency and the Police in addressing the misuse of electric bicycles, and how Maqashid al-Syariah addresses this phenomenon. This study uses a qualitative approach with an empirical juridical research method. Data were obtained through interviews, observations, and documentation, then analyzed descriptively and qualitatively. The results indicate that the implementation of Minister of Transportation Regulation No. The implementation of Ministerial Regulation No. 45 of 2020 in Rejang Lebong Regency has not been optimal. Efforts by the Transportation Agency and the police have focused primarily on outreach, appeals, and education, but have not been accompanied by firm law enforcement. From the perspective of Maqāṣid Syariah (Islamic Law), the misuse of electric bicycles, which poses a danger to both oneself and others, clearly contradicts the principle of preserving the soul (ḥifẓ al-nafs), one of the primary objectives of Islamic law.
