Abstract
The Islamic Library and Information Science Study Program is an institution that focuses on developing literacy and information management, which ideally plays a role as a driver of reading culture among lecturers and students. However, this effort is often hampered by low interest in reading and the tendency of students to access information instantly without deepening academic sources. On the other hand, lecturers have their own initiatives in developing literacy activities. This study employs a qualitative descriptive approach with a case study method. The research subjects include lecturers and students, with data collected through observation, interviews, and documentation. Data were analyzed through the stages of reduction, presentation, and conclusion drawing. Data validity was ensured through source and technique triangulation. The research findings show that: (1) Literacy development in the Library and Islamic Information Science Study Program is carried out using the Wheelen and Hunger strategic management model. Key challenges include the absence of a written strategy. The strategy is formulated through the integration of the program’s VMTS, although it is not yet formally documented. Implementation is carried out actively through self-initiated literacy activities with informal evaluation, (2) Literacy cultivation follows three stages: habituation, development, and learning. The habituation stage fosters reading and writing interest through simple activities such as 15-minute reading sessions and storytelling. In the development stage, literacy is integrated into learning through tasks like article analysis, book reviews, exploration of scientific sources, and the use of information technology. The learning stage incorporates literacy strategically into academic activities such as scientific writing, discussions, and collaborative research, (3) The application of strategic management in literacy development has had a positive impact on the academic behavior of both lecturers and students. There has been an increase in literacy awareness, independent learning, and critical thinking skills. The strategy promotes a sustainable literacy culture, supported by creative approaches such as storytelling and literacy visits, which enhance student engagement and academic quality.
