Abstract

This research explores the pedagogical competence of English teachers in arranging instructional planning based on the Merdeka Curriculum at the public junior high schools. The study aims to describe teachers’ pedagogical competence across four areas: curriculum management, learner management, academic activity management, and administrative management. It also explores the difficulties they face and the strategies they use to overcome them. Employing a qualitative descriptive approach, the data were collected through interviews and document analysis involving 11 English teachers from five schools. The findings reveal that most teachers demonstrate good to very good competence, particularly in designing daily instructional plans. However, inconsistencies were found in the preparation of semester and annual programs, indicating gaps in long-term planning. Teachers also encountered difficulties such as difficulty understanding the ATP (Learning Objectives Flow), adjusting materials to students' characteristics, and implementing assessments. In response, they adopted strategies such as utilizing digital resources, participating in training, collaborating with peers, and adapting to classroom conditions. The study concludes that while operational aspects of instructional planning are relatively well managed, more support is needed to strengthen strategic and integrative planning to fully realize the goals of the Merdeka Curriculum.
