Abstract

THE RELIGIUS AFFAIR OFFICE (KUA)’S STRATEGY IN MINIZING UNREGISTERED MARRIAGES (Case Study at the Office of Religious Affairs in Padang City District, Rejang Lebong Regency) ABSTRACT Chandra Irawan Student ID Number: 22621005 Unregistered marriage remains a significant social and legal problem in Indonesia, including in the jurisdiction of the Padang City District Office of Religious Affairs (KUA). This phenomenon is caused by various factors, such as economic factors, lack of legal awareness, shame due to accidental marriages, and low education. This study aims to determine the KUA's strategies in minimizing unregistered marriages. The research method used was a qualitative descriptive case study approach. Data were collected through in-depth interviews with KUA officers, community leaders, and couples who had previously engaged in unregistered marriages. In addition, data were obtained through field observations and documentation. The data analysis technique was carried out through the stages of data reduction, data presentation, and conclusion drawing. The findings indicate that the KUA has implemented several strategies to prevent the practice of unregistered marriages, including legal counseling, the utilization of community-based institutions, and the establishment of an anti-unregistered marriage movement program. However, the implementation of these strategies still encounters various obstacles originating from both internal and external factors. This study concluded that the KUA strategy has been implemented but is not yet optimal due to various obstacles. The solution provided by the Padang City District Office of Religious Affairs includes proposing Istbat nikah and submitting the nikah at the KUA and during working hours it is free (0) rupiah.
